City Surplus Properties for Sale

The City of Cumberland is making City-owned real estate available for purchase through a Bid Sale Process.  The application process for this program evaluates the vision and plan for a property in combination with an offer price.  The goal of the program is to return properties to the private sector for their highest and best use.

New Surplus Property Sale - NO LONGER ACCEPTING BIDS ON THESE

A new group of twenty properties is available for purchase and will go through the sealed bid process.  Sealed proposals addressed to the Mayor and City Council will be received at the office of the City Clerk, City Hall, Cumberland, Maryland 21502, until but not after 2:00 p.m., local time, on Wednesday, April 21, 2021. Proposals will be opened and read at 2:30 p.m. on that date in the City Hall Council Chambers.

All proposals must be submitted in duplicate in a sealed envelope, plainly marked on the outside thereof:
“2021 Request for Bids – Surplus Properties Round II”

Interested bidders must obtain a bid packet from the Department of Community Development, 57 N. Liberty Street, Cumberland, MD, 21502, either by phone at 301-759-6442, or email to debbie.helmstetter@cumberlandmd.gov
Requests for information (RFI) for the explanation or clarification of any point not sufficiently covered by existing documents must be submitted in writing to Kevin Thacker, Code Compliance Manager, 57 North Liberty Street, Cumberland, MD 21502, or through email to kevin.thacker@cumberlandmd.gov. The cutoff for submittal of RFI’s is 3:00 p.m. on Wednesday, April 14, 2021.

Ongoing Surplus Property Sale - STILL ACCEPTING BIDS ON THESE

Bid Packages

Interested bidders must obtain a bid packet in one of the following ways: 
1.  Download a copy of the bid packet here.
2.  Request one by emailing debbie.helmstetter@cumberlandmd.gov.
3.  Request a copy be mailed to you by calling Debbie Helmstetter at 301-759-6442.

Submission/Review of Bids

Completed bid packets may be mailed to the office of the City Clerk, City Hall, 57 N. Liberty Street, Cumberland, MD 21502.  Proposals will be accepted on an ongoing basis.  Proposals will be opened and read bi-weekly, or on an as-needed schedule determined by the Mayor and City Council.  The review committee will make a recommendation for award to the Mayor and City Council based on the merits of the intended use of property, highest bid amount and the responsibility of the bidder.
