Ordinances Passed in 2020

Ordinance 3861 - to enact Article V of Chapter 15 of the City Code pertaining to parades and special events.  (this Ordinance was tabled on 11/19/2019)

Ordinance 3863 - to repeal and re-enact with Amendments Sections 15 - 26 and 15 - 27 of the City Code pertaining to establishment, membership, appointments, vacancies and board composition of the Parks and Recreation board.


Ordinance 3864 - to repeal and re-enact with amendments Chapter 8, Article 2 of the City Code the City’s Floodplain Management Ordinance for the purpose of meeting the requirements of the National Flood Insurance Program. 

Ordinance 3865 - providing for the closure of portions of Park Alley;  passed by the Mayor and City Council on June 2, 2020.   

Ordinance 3866 - providing for the City Tax Levy, FY21.

Ordinance 3867 - providing for the annual appropriation for the General Fund for FY21.

Ordinance 3868 - providing for an appropriation for the Water Fund for FY21.

Ordinance 3869 - providing for an appropriation for the Sewer Fund for FY21.

Ordinance 3870 - providing appropriations for various special purpose funds for FY21.

Ordinance 3871 - repealing and re-enacting with amendments Section 24-86 of the City Code, providing for a schedule of water rates.

Ordinance 3872 - to repeal and re-enact with amendments Chapter 14 of the City Code entitled "Nuisances"

Ordinance 3873 - to provide for the closure of a portion of an unnamed alley and a portion of East Street (Parcel A & Parcel B), both parcels lying between lands owned by Mayor and City Council of Cumberland.

Ordinance 3874 - to repeal and re-enact with amendments Sections 21-4 (A) pertaining to the placement of refuse for collection, and 21-8 pertaining to the enforcement of Chapter 21 of the City Code.

Ordinance 3875 - to authorize the terms for the conveyance of 27 Ridgeway Terrace, Cumberland, MD, to Greis Kaarvaliksen and to authorize the execution of a deed to effect that conveyance.

Ordinance 3876 - Repeal and re-enact City Code pertaining to service pipes supplying two or more premises with water, for the purpose of clarifying its terms.

Ordinance 3877 - To accept bids for the purchase of nine parcels of real property and to authorize their conveyance to successful bidders, subject to terms.


Ordinance 3878 - to amend the official zoning map referred to in the City Code to correct the map by removing thirty parcels of record located in the Canal Parkway area from the Canal Place Historic Preservation District, due to an unintentional error.

Ordinance 3879 - to enact a section of the City Code pertaining to the extension of terms of service of Board and Commission members until their successors are appointed.

Ordinance 3880 - to amend the official zoning map referred to in the City Code to correct the map by rezoning five parcels of record from Local Business (B-L) to Urban Residential (R-U).
