Joe was appointed to the City Council in September 2021 to finish the term of Seth Bernard. Joe graduated from Bishop Walsh High School in 1972, and earned a Bachelor of Science degree in Business Administration from the University of Maryland, College Park in 1976, as well as an MBA in Management at Frostburg State University in 1982. Joe spent 40+ years in the insurance industry in various capacities, beginning his career with General Adjustment Bureau, Hartford Insurance Company in Baltimore, returning to Cumberland with BGS&G, and retiring as President of Select Services Property and Casualty Division of CBIZ. He has his Associate in Risk Management, Casualty Claim Law Associate, Accredited Advisor in Insurance, Associate in Underwriting, and Associate in Claims. Joe is a 1999 graduate of Leadership Allegany, and served as an instructor at Allegany College in insurance. He also served on Agent's Advisory Committees of Travelers, Hartford, Fireman's Fund, Brethren Mutual, Harleysville, Safeco, and Eastern Alliance Insurance Companies. Joe is and has been very active in Community Service, is a board member and Treasurer of the FSU Foundation, board member of Allegany Museum and Friends Aware, as well as a past President of the Cumberland Kiwanis Club, the Maryland Chamber of Commerce, the Greater Cumberland Committee, and the past Allegany Branch Chairman of the American Heart Association, to name a few.
Joe resides in Cumberland with his wife Sue. They have 3 children and 4 grandchildren.
